Yeah, I'm sorry for that, but it is documented that way and
the binary search table is usually processed by different code
from what handles arbitrarily encoded data.  Didn't want to invent a new
encoding just for this.
BTW, it has only special base for the table_enc (i.e. 4th byte in the
.eh_frame_hdr header).
