.ARM.exidx mysteries

Hello,
I try to update my linker command file to support the recent AAPCS and ARM ELF
standard. There is a behavior that is a mystery to me. Why do I get a warning
here:
.ARM.exidx : {
__exidx_start = .;
*(.ARM.exidx* .gnu.linkonce.armexidx.*)
__exidx_end = .;
} > REGION_RODATA AT > REGION_RODATA_LOAD
but not here:
__exidx_start = .;
.ARM.exidx : {
*(.ARM.exidx* .gnu.linkonce.armexidx.*)
} > REGION_RODATA AT > REGION_RODATA_LOAD
__exidx_end = .;
?
The warning is:
warning: sh_link not set for section `.ARM.exidx'
The address of __exidx_start and __exidx_end is equal in both cases.
