[RFC][PATCH 1/3] ELF: Add constant PN_XNUM

Add a new constant PN_XNUM which is defined to be 0xFFFF.

PN_XNUM is used for extended numbering of e_phnum field.

PN_XNUM is assigned into e_phnum field when the actual program header
size is larger than 0xFFFF (65535).
