[Xtensa Patch] Generalize logic to handle more fetch widths

I have committed the following patch to various functions so that they 
handle a greater variety of fetch widths rather than just the previously 
hard-coded four and eight.

         handle more instruction sizes and fetch widths.
         (branch_align_power): Likewise.
         (text_align_power): Likewise.
