Patches to make arm and arc compile without C++ warnings

The following two patches makes arm and arc targets C++
clean. With these gcc compiles with -Wc++-compat.

The arm patch was tested with the following targets:

alpha-linux arc-elf arm-eabi arm-elf avr bfin-elf h8300-elf
m68k-elf mips-linux mips64-elf powerpc-elf powerpc64-elf sh4-elf
sh64-elf sparc64-elf sparc-elf mips-elf cr16-elf d10v-elf
msp430-elf xstormy16-elf crx-elf frv-elf hppa-linux-gnu
i686-pc-cygwin i686-pc-linux-gnu x86_64-pc-linux-gnu ia64-linux
m32c-elf m32r-elf mcore-elf mep-elf mingw32-pe mn10300-elf
s390-linux score-elf spu-elf tic4x-coff tic54x-coff v850-elf
vax-netbsdelf xtensa-elf.

The arc patch was tested with the target arc-elf.
