[patch]: Store linker version in bfd based on BFD_VERSION for PE targets

Hello,

this patch stores for PE targets in the linker field the major/minor 
version of bfd. This is a pretty trivial patch.

        * peXXigen.c (bfdver.h): Add include.
        (LINKER_VERSION): Do calculation based on BFD_VERSION.

Tested for i686-pc-mingw32, x86_64-pc-mingw32, and i686-pc-cygwin. Ok for 
apply?
