patch committed: Sync some top level files from gcc

I have committed the appended patch to sync some top level files the
gcc repository: Makefile.def, Makefile.tpl, configure.ac, Makefile.in,
configure.

	Add --with-libelf, --with-libelf-include and --with-libelf-lib.
