new plugin bfd_target breaks gdb with --enable-targets=all

So ... I have checked in your patches together with this additional 
little patch (attached).  It makes sure that the plugin target is only 
placed into the target vector for the all-targets case if 
BFD_SUPPORTS_PLUGINS is defined.
