Remove Thiemo from the MAINTAINERS list

Hi Guys,

  It is my very sad duty to have to remove Thiemo Seufer from the
  binutils MAINTAINERS list.  For those of you who do not know, Thiemo
  died in a traffic accident on the Boxing Day last year:
