[PATCH] IA64 VMS (2nd Try)

Hi Douglas,

> Add support for IA64 VMS.

Approved and mostly applied.

The patches to the intl/dcgettext.c file needs to be submitted 
separately to the gcc-patches list.

Also the libiberty patches (include/libiberty.h and libiberty/fibheap.c) 
should be submitted to the libiberty maintainers and CC'ed to the 
gcc-patches list.

The patches to the top level configure and configure.ac files should 
also have been submitted separately and CC'ed to the gcc-patches list, 
but I will take care of that myself.
