[PATCH] S/390: Define LOCAL_LABEL_PREFIX

Hi,

the attached patch fixes a minor problem with the as-generated labels.
Due to a missing definition of the LOCAL_LABEL_PREFIX the label names
generated for fb labels do not start with a '.'.

Tested on s390 and s390x.

Ok to apply?
