Request to add 64bit Interix target

I would like to suggest that the 64bit Interix target could be added till
binutils. This is just the x86-64 target, not ia64.

triplet:
x86-64-*-interix*

config.guess need to catch these flavors of x86-64 interix:
(EM64T | authenticamd | genuineintel)

Latest config.guess (timestamp='2009-02-03') is OK.

A new target file is needed for ld: 
ld/emulparams/i386pep_posix.sh


Some minor corrections and additions have been made to current config of
the interix target.
