  Ah, emails crossed in the ether!  In the light of the PE .relocs issue in
the other thread it looks like I'm going to need to rework the patch slightly
(change locus where I set the output bfd's long section enable flag, and
adjust the testcases), so I'll post a fresh spin when that's resolved.
