The GNU linker upon linking the "archived shared" libfoo.so will record in
it the soname of the dynamic object required to be loaded at execution
time. It will record correctly libfoo.so.1
Indeed a libfoo.so.1 must exist on its own. However
still on this file we have objdump -T libfoo.so.1
and the resulting executable is still usuable.
