Hmm, I would not like that since:

   a) LEB128 values could in theory be used anywhere, not just in DWARF 
debugging sections.

   b) The DWARF standard is evolving, so it is likely that there will be 
new dwarf sections in the future which will make use of LEB128 encoded 
values.
