[PATCH] branch 2.19: Bump version

Hi Tristan,

Please note - there is a convention is to include the path to the 
changelog file(s) that is/are attached to a patch so that they can be 
easily identified.  ie:

> 2008-09-09  Tristan Gingold  <gingold@adacore.com>
> 
>         * configure.in: Bump version to 2.18.90
>         * configure: Regeneate.

should be presented as:

   bfd/ChangeLog
   2008-09-09  Tristan Gingold  <gingold@adacore.com>

           * configure.in: Bump version to 2.18.90
           * configure: Regenerate.

Also it is useful to run changelog entries through a spelling checker - 
you had a typo in the word "regenerate"...

Anyway the patch is approved - please apply.
