[RFC] Warn about truncated core dumps.

Greetings,

We have many users with truncated core dumps (due to too low 'ulimit -c').
Attempts to debug such core dumps with GDB lead to "GDB doesn't work" claims :-(

Attached patch warns about truncated ELF core dumps.
