[patch] PR/5944: Support windres using correct gcc for mingw64

Hello,

This patch should solve the problem in testsuite for x86_64-pc-mingw32, 
that the windres tool uses wrong gcc for preprocessing. For this target 
'--preprocessor $CC' will be passed to windres, so that even for 
cross-compilers the correct headers can be found.
