[PATCH, GCC] assorted autoconf updates

That's the first time I hear that it's override.m4 that breaks things.
It contains the most lenient "variable has changed" checks of any
autoconf 2.[56]*.  Do you have an example failure log?  Was this in GCC,
binutils, combined, ..., and which autoconf version?
