ARM section alignment

The ELF linker script for ARM aligns program headers at 2**15
boundaries. This seems very odd, and it is very different from the
behavior of other platforms. In particular, it is much larger than page
size.

Before I go and change this to something more conventional for the
Coyotos and CapROS targets, does anyone know what the rationale for this
might have been?
