[PATCH] ARM attributes in readelf

This patch should bring readelf's knowledge of ARM attributes up-to-date 
with ABI r2.07.

I also intend to add support for these attributes to the assembler and 
linker, but these changes are already useful for examining binaries from 
other tools.
