PATCH: implements find_nearest_line for SOM

Hi,

this patch implements bfd_find_nearest_line for SOM (HP-PARISC object  
files).  As gcc uses stabs for this
platform, only stabs are handled.

I am not sure the change in syms.c is the correct way to find SOM  
stabs sections.  If not, please tell me
how to do this.
