Add DWARF3 debug sections to elf.sc

These debug sections ought to be in elf.sc.  The orphan section
handling puts them in the right place, but not having them in the link
script means that they are affected by "ld --unique".

	* scripttempl/elf.sc: Add .debug_pubtypes and .debug_ranges.
