I took a look at acloca.m4 in src and gcc. Although libtool.m4 in top
dir has

AU_ALIAS([AC_PROG_LIBTOOL], [LT_INIT])
AU_ALIAS([AM_PROG_LIBTOOL], [LT_INIT])

I see

bash-3.2$ grep AM_PROG_LIBTOOL */aclocal.m4
bfd/aclocal.m4:AC_DEFUN([AM_PROG_LIBTOOL], [AC_PROG_LIBTOOL])
binutils/aclocal.m4:AC_DEFUN([AM_PROG_LIBTOOL], [AC_PROG_LIBTOOL])
gas/aclocal.m4:AC_DEFUN([AM_PROG_LIBTOOL], [AC_PROG_LIBTOOL])
gprof/aclocal.m4:AC_DEFUN([AM_PROG_LIBTOOL], [AC_PROG_LIBTOOL])
ld/aclocal.m4:AC_DEFUN([AM_PROG_LIBTOOL], [AC_PROG_LIBTOOL])
opcodes/aclocal.m4:AC_DEFUN([AM_PROG_LIBTOOL], [AC_PROG_LIBTOOL])
bash-3.2$ cd /export/gnu/import/gcc
bash-3.2$ grep AM_PROG_LIBTOOL */aclocal.m4
boehm-gc/aclocal.m4:AC_DEFUN([AM_PROG_LIBTOOL], [AC_PROG_LIBTOOL])
libffi/aclocal.m4:AC_DEFUN([AM_PROG_LIBTOOL], [AC_PROG_LIBTOOL])
libgfortran/aclocal.m4:AC_DEFUN([AM_PROG_LIBTOOL], [AC_PROG_LIBTOOL])
libgomp/aclocal.m4:AC_DEFUN([AM_PROG_LIBTOOL], [AC_PROG_LIBTOOL])
libjava/aclocal.m4:AC_DEFUN([AM_PROG_LIBTOOL], [AC_PROG_LIBTOOL])
libmudflap/aclocal.m4:AC_DEFUN([AM_PROG_LIBTOOL], [AC_PROG_LIBTOOL])
libobjc/aclocal.m4:AC_DEFUN([AM_PROG_LIBTOOL], [AC_PROG_LIBTOOL])
libssp/aclocal.m4:AC_DEFUN([AM_PROG_LIBTOOL], [AC_PROG_LIBTOOL])
zlib/aclocal.m4:AC_DEFUN([AM_PROG_LIBTOOL], [AC_PROG_LIBTOOL])

For reason, aclocal.m4 always has AM_PROG_LIBTOOL from the installed
libtool.m4. Does anyone know how to avoid including installed
libtool.m4 in aclocal.m4?

If it is the case, why not change AUTOMAKE_OPTIONS to use
--foreign instead of --cygnus?
