patch: Enable building of new tool windmc

Please could you submit this patch to the gcc-patches@gcc.gnu.org and 
the gdb-patches@sourceware.org mailing lists so that those projects also 
know about the proposed change and have a chance to comment on it.

(If you also cc the binutils list again then any replies will show here 
which will help to keep us all in sync).
