Add target "cr16" to Binutils

Hello,

I, Swami Reddy working with Natsem India Design center, and recently completed 
the FSF assignment process on Binutils maintainer for CRX and CR16 targets. 
Ported the Binutils 2.17 source-base to CR16 target and need to add them into 
FSF(ie contribute to FSF stream) sources tree.

Please advise, process/steps to do the same. Thanks in advance.
