Does anyone have any comments on cleanuping aclocal?

I was wondering if the macros that are in the bfd subdirectory and used
by non-bfd directories should be moved to the config directory so that
we wouldn't need to add the "-I ../bfd" but could just use "-I ../config".
Other than that, I like the idea of doing the aclocal cleanup, I think
it will help with future configure changes.
