Patch: Fix for PR 591 and PR 4356

Hello,

I patched resrc.c to quote filenames for preprocessor, if they are 
containing spaces, &, <, >, % or | characters. May this list needs to be 
extended in future.

      * binutils/resrc.c: (filename_need_quotes): New.
        (read_rc_file): Use filename_need_quotes.
        (look_for_default): Likewise.
