[Xtensa] add extra check in GAS

The Xtensa EXTUI opcode has undefined behavior if its two immediate  
operands sum to greater than 32.  I've committed this patch from  
Sterling Augustine to check for that condition.

         (xg_expand_assembly_insn): Check for invalid extui operands.
