teaching ld to look under 64 bit libraries when cross compiling

There is one small bug in your patch:

This should be:

          if [ "x${TOOL_LIB}" != "x" ]; then

otherwise the patch is fine and I have applied it as such, along with this 
ChangeLog entry.
