PATCH: support for PowerPC pair singles instructions

The PowerPC 750CL processor supports pair singles instructions that
operate on a pair of single precision floats in a double precision FP
register.  This patch adds binutils support.

Tested with a full testsuite run on powerpc-linux and powerpc64-linux
with checking enabled.

Okay for mainline and (grovel) the 2.18 branch?
