Blackfin patch: Linker bits for FD-PIC (and ld.pot question)

Continuing the theme, this adds linker support for FD-PIC binaries to 
the Blackfin port.

Committed.  Due to a shell accident, I also committed a change to 
ld/ld.pot (revision 1.27) which was apparently produced by configuring 
with --enable-maintainer-mode.  I hope this is harmless; I don't know 
how these files are supposed to be handled in CVS.  Should I leave it in?
