patch status: ARM TLS support?

Hi,

while looking for the cause of some compile failures with my shiny new 
ARM toolchain I came across the patch at 
http://sources.redhat.com/ml/binutils/2005-03/msg00770.html . Is there 
any reason this has not gone into 2.16?
