We probably ought to update the top level MAINTAINERS file then.  How about:

   config-ml.in; install-sh; makefile.vms; makefile.vms; missing;
   mkdep; setup.com; ylwrap; config/; etc/; intl/ utils/;
	Any global maintainer can approve changes to these files and
	directories.
