Doing `./configure --host=i686-pc-cygwin --target=x86_64-pc-mingw32`
now works perfectly.  Thanks!

To go further with creating the cross compiler, does the build target
in gcc now need to change from x86_64-pc-mingw32 to x86_64-pc-mingw64?
