Updating top-level autoconf to 2.59

This patch worked on my IA64 HP-UX and Linux platforms.  My HPPA builds
died due to other GCC bootstrap problems but I will try those platforms
again once I have patched for the cse bug I am running into.  I applied
this patch to both my GCC and src trees (I don't use a combined tree
build).
