Fix ARM GAS tests for non-ELF based ports

Hi Guys,

  A number of the new ARM GAS tests are failing for non-ELF based
  targets (eg: arm-pe) because they use ELF specific pseudo-ops,
  usually .arch.  I am applying the attached patch to ensure that
  these tests are skipped for such targets.
