PPC simplified mnemonics

For gas and disassembling, what is the policy about adding simplified/extended mnemonics?
I am porting some changes from the local tree here to the mainline of binutils and was wondering
what could be accepted.  The two simplified mnemonics that I specificly looking into porting is mfctrl
and mtctrl, both are in the Power4 and above.

I have a patch and a testcase to add them but mtctrl conflicts with a PPC 860 simplified mnemonics
so the testcase fails.  Should the PPC 860 simplified mnemonics be conditional on -m860 now
instead of being always on?
