I understand that, but my question is "why should the user expect any 
kind of intelligent placement of orphaned sections ?"  If they are 
orphaned then that implies that the user does not care about them.

On the other hand if we are going to have a policy for the placement of 
orphaned sections, then it should be documented.  ie your patch ought to 
include an update to ld.texinfo as well.
