Tidy up GAS AVR sources

Hi Guys,

  Whilst looking at the AVR relaxation patch I noticed that the
  gas/config/tc-avr.[ch] sources were not following the ISO C90
  standard, so I decided to update them.  There were no regressions to
  the GAS testsuite after doing this, so I am applying the attached
  patch.
