What system is this?  Some kind of BSD?

There are several copies of fdl.texi in the binutils source.  Please
make sure they all define the relevant node.  It'll be pretty obvious
if one does not.

Next you could trace makeinfo to see what copy it is opening.

Yes.  Oddly enough this appears to be the convention, and automake
wants to do it that way.
