Wow, I've seriously goofed that up.  I put the changelog entries in
bfd/ChangeLog instead of bfd/doc/ChangeLog on the branch, and I missed
the ChangeLog entirely on HEAD.

I don't have time to fix it right now, but I will be sure to do it
later or this weekend.
