No, it's to avoid a symbol defined inside an output section. I'm
suggesting a symbol defined like
__init_fini_array = .;
.preinit_array ${RELOCATING-0} : { KEEP (*(.preinit_array)) }
.init_array ${RELOCATING-0} : { KEEP (*(.init_array)) }
.fini_array ${RELOCATING-0} : { KEEP (*(.fini_array)) }
