Giving Daniel blanket write privileges.

Hi Guys,

  Due to silly oversight Daniel Jacobwitz was not listed in the
  binutils maintainers file as having blanket write privileges despite
  being the release manager.  I am checking in the patch below to fix
  this.  Welcome to the club Daniel! :-)
