[PATCH] m32r-linux-ld support for position independent executables

I have applied the patch to the mainline sources, but since it is not 
fixing a regression I have not applied it to the 2.16 branch.  If you 
really want it there, please ask Daniel Jacobowitz, the branch maintainer.
