Building with -Werror

Hi Guys,

  It is my intention once the 2.16 branch has been cut, to enable
  -Werror by default when building the binutils tools.  If there are
  objections to this, then please could they be raised now.

  In the meantime I have started building a toolchain configured with:

    --enable-targets=all \ 
    --enable-64-bit-bfd  \
    --enable-build-warnings=-Werror,-Wall,-Wstrict-prototypes,-Wmissing-prototypes

  As a result of which I shall be checking in a series of small
  patches to fix up the current set of compile time warnings.
