[rfa] Handle stabs sections for SOM

On SOM (HPUX 32-bit binary format), the stabs debug sections emitted by
gcc are named $GDB_SYMBOLS$ and $GDB_STRINGS$. This patch lets binutils
understand this so that "objdump -G" works.
