Thumb32 assembler (53/69)

[Zack Weinberg]

More tidying: quite a few of the encoding functions have identical
bodies, and can be collapsed together.  So can some structs down in
the command-line processor.  Thanks to Nathaniel Smith for writing me
a script to find all of the duplicates.
