fix Xtensa assembler false conflict errors

There was a typo in some error checking code for Xtensa instruction conflicts 
that caused false positive errors for any instruction that accesses more than 
one external interface (e.g., a queue).  I've committed this patch on the 
mainline and 2.16 branches to fix it.
