Fix C99-style declaration in bfd/elf32-xtensa.c

A C99-style declaration in the middle of a block slipped into the BFD 
elf32-xtensa.c file.  I didn't notice it until I tried building with an older 
version of GCC.  Here's the fix.  Committed on the mainline.
